Mae'r Gorchymyn hwn, sy'n gymwys o ran Cymru, yn diwygio is-ddeddfau 24 a 25 Cyn Bwyllgor Pysgodfeydd Môr Gogledd-orllewin Lloegr a Gogledd Cymru o ganlyniad i ddiddymu Deddf Rheoleiddio Pysgodfeydd Môr 1966 (p.38) (“Deddf 1966”).

Diddymwyd Deddf 1966 o ran Cymru ar 1 Ebrill 2010, gan adran 187 o Ddeddf y Môr a Mynediad i'r Arfordir 2009 (p.23) (“Deddf 2009”), gyda'r effaith o ddiddymu Pwyllgor Pysgodfeydd Môr Gogledd-orllewin Lloegr a Gogledd Cymru i'r graddau yr oedd yn ymwneud â Chymru.

Ers 1 Ebrill 2010, mae is-ddeddfau Pwyllgor Pysgodfeydd Môr Gogledd-orllewin Lloegr a Gogledd Cymru yn cael effaith yng Nghymru megis petaent wedi'u gwneud gan Weinidogion Cymru mewn offeryn statudol, i'r graddau y gallai Gweinidogion Cymru fod wedi gwneud y darpariaethau hynny drwy offeryn statudol, yn rhinwedd Erthygl 13(3) ac Atodlen 4 i Orchymyn Deddf y Môr a Mynediad i'r Arfordir 2009 (Cychwyn Rhif 1, Darpariaethau Canlyniadol, Trosiannol a Darpariaethau Arbed) (Cymru a Lloegr) 2010 (O.S. 2010/630) (p.42) (“Gorchymyn 2010”).

Diddymwyd Adran 37 o Ddeddf Eogiaid 1986 (p.62) (Is-ddeddfau o dan Ddeddf Rheoleiddio Pysgodfeydd Môr 1966) hefyd, o ran Cymru, ar 1 Ebrill 2010 gan adran 321 a Rhan 4 o Atodlen 22 i Ddeddf 2009.

O ganlyniad i ddiddymiad Deddf 1966 gan Ddeddf 2009, mae erthygl 2 o'r Gorchymyn hwn yn diwygio testun is-ddeddfau 24 a 25 Cyn Bwyllgor Pysgodfeydd Môr Gogledd-orllewin Lloegr a Gogledd Cymru er mwyn symud ymaith gyfeiriadau at adran 37 o Ddeddf Eogiaid 1986.

Nid oes asesiad effaith rheoleiddiol llawn wedi'i lunio ar gyfer yr offeryn hwn gan nad yw'n effeithio o gwbl ar y sector preifat na'r sector gwirfoddol.
