These Rules, the Local Elections (Principal Areas) (Wales) Rules 2021, set out the rules of conduct (referred to in the notes as “the Conduct Rules”) by which the election of councillors to county councils and county borough councils (“principal councils”) in Wales are to take place.

The returning officer must make arrangements for the votes to be counted in the presence of the counting agents as soon as practicable after the close of the poll.

The returning officer must give the counting agents a notice stating the time and place at which the returning officer will begin to count the votes.
