103.Mae’n  ei gwneud yn ofynnol i'r cyngor sy'n cael yr hysbysiad y manylir arno yn adran 89  ystyried p'un a fodlonwyd y gofynion gosodedig a'r trothwy sbardun cychwynnol ai peidio. Os yw'r cyngor o'r farn iddynt gael eu bodloni, rhaid i'r cyngor rhoi hysbysiad cyhoeddus yn unol â'r adran newydd 92. Os yw'r cyngor o'r farn na fodlonwyd y gofynion, rhaid iddo roi hysbysiad i'r cynullwyr a datgan pam y mae o'r farn honno.
