1.—(1) This Order may be cited as the Rate Support Grant (Scotland) Order 1987 and shall come into force on the day after the day on which it is approved by a resolution of the House of Commons.
(2) In this Order–
“the 1963 Act” means the Local Government (Financial Provisions) (Scotland) Act 1963(1);
“the 1966 Act” means the Local Government (Scotland) Act 1966(2);
“the 1973 Act” means the Local Government (Scotland) Act 1973(3);
“the 1975 Act” means the Local Government (Scotland) Act 1975(4);
“the 1982 Act” means the Local Government and Planning (Scotland) Act 1982(5);
“the 1984 Act” means the Rating and Valuation (Amendment) (Scotland) Act 1984(6);
“the 1985 No. 4 Order” means the Rate Support Grant (Scotland) (No. 4) Order 1985(7); and
“the 1986 Order” means the Rate Support Grant (Scotland) Order 1986(8).
2.—(1) The estimated aggregate amount of the rate support grants for the year 1987-88, as determined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £1,896,760,000.
(2) The amounts of the needs element and the domestic element and the estimated amountof the resources element of the rate support grants for the year 1987-88 shall be the amounts set out in the following table:–

3. There shall be apportioned to each local authority set out in column 1 of the table in Schedule 2 to this Order the amount of the needs element for the year 1987-88 set out in column 2 of that table opposite to the name of that authority.
4. The amount prescribed for the year 1987-88 for the purposes of section 7(1) of the 1966 Act (reduction of rates on dwellings by reference to the domestic element) shall be 7 pence in the pound, being the amount which in my opinion corresponds to the amount of the domestic element for that year, as prescribed by article 2(2) of this Order.
5. For the purposes of section 9(3) of the 1963 Act (definition of standard penny rate Scotland in relation to 30th June 1985(9) and the national standard amount per head for the year 1987-88 shall be such as will result as nearly as may be in the distribution of the whole of the resources element for that year.
6. The estimated aggregate amount of the rate support grants for the year 1986-87 (which was fixed as £1,636,083,991 by article 2 of the 1986 Order), as redetermined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £1,636,183,991.
7. The amount of the needs element for the year 1986-87, which was varied to £1,359,583,991 by article 3 of the 1986 Order, is hereby further varied to £1,360,583,991.
8. There shall be apportioned to each local authority set out in column 1 of the table in Schedule 3 to this Order the amount of the needs element for the year 1986-87 set out in column 2 of that table opposite to the name of that authority.
9. The estimated amount of the resources element for the year 1986-87, which was prescribed as £185,200,000 by article 2(2) of the 1985 No. 4 Order, is hereby varied to £184,300,000.
10. The estimated aggregate amount of the rate support grants for the year 1985-86 (which was fixed as £1,692,749,142 by article 5 of the 1986 Order), as redetermined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £1,700,108,228.
11. The amount of the needs element for the year 1985-86, which was varied to £1,383,949,142 by article 6 of the 1986 Order, is hereby further varied to £1,391,308,228.
12. There shall be apportioned to each local authority set out in column 1 of the table in Schedule 4 to this Order the amount of the needs element for the year 1985-86 set out in column 2 of that table opposite to the name of that authority.
13. The estimated aggregate amount of the rate support grants for the year 1984-85 (which was fixed as £1,671,517,328 by article 11 of the 1985 No. 4 Order), as redetermined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £1,671,736,538.
14. The amount of the needs element for the year 1984-85 which was varied to £1,442,117,328 by article 12 of the 1985 No. 4 Order, is hereby further varied to £1,442,336,538.
15. There shall be apportioned to each local authority set out in column 1 of the table in Schedule 5 to this Order the amount of needs element for the year 1984-85 set out in column 2 of that table opposite to the name of that authority which amounts are, in total, £1,440,036,538.
16. Article 4 of, and Schedule 2 to, the 1986 Order (which made provision for the apportionment of the needs element for 1986-87), article 7 of, and Schedule 3 to, that Order (which made provision for the apportionment of the needs element for 1985-86) and article 13 of, and Schedule 4 to, the 1985 No. 4 Order (which made provision for the apportionment of the needs element for 1984-85) are hereby revoked.
