The Secretary of State in exercise of the powers conferred by sections 41(7) and (9) and 104(4) of the Children Act 1989(1) and section 65A(1) and (2) of the Adoption Act 1976(2) and of all other powers enabling him in that behalf hereby makes the following Regulations:

1976 c. 36. Section 65A was inserted by paragraph 29 of Schedule 10 to the Children Act 1989.
