Penodi Cadeirydd a Dirprwy Gadeirydd

12.—(1) Rhaid i'r Ysgrifennydd—

(a)yng nghyfarfod cyntaf y fforwm a gynhelir ar ôl y cyfarfod y mae penodiad o holl aelodau'r fforwm yn dod yn effeithiol ynddo (p'un ai wrth sefydlu'r fforwm neu wrth benodi aelodau ar ôl i aelodaeth yr holl aelodau ddod i ben o dan reoliad 4(3)), sicrhau mai'r eitem gyntaf o fusnes i'w chynnal fydd ethol Cadeirydd a Dirprwy Gadeirydd, a

(b)pan ddaw swydd y Cadeirydd neu'r Dirprwy Gadeirydd yn wag y tro nesaf, sicrhau mai eitem gyntaf y busnes i'w chynnal yng nghyfarfod nesaf y fforwm fydd ethol Cadeirydd a/neu Ddirprwy Gadeirydd, yn ôl y gofyn.

(2) Rhaid i'r Cadeirydd a'r Dirprwy Gadeirydd fod yn aelodau o'r fforwm yr etholir hwy yn Gadeirydd ac yn Ddirprwy Gadeirydd arno a rhaid iddynt gael eu hethol gan aelodau o'r fforwm drwy bleidlais gyfrinachol.

(3) Rhaid i'r Ysgrifennydd lywyddu yn unrhyw gyfarfod o'r fforwm hyd nes yr etholir Cadeirydd a Dirprwy Gadeirydd a rhaid iddo gynnal etholiad y Cadeirydd a'r Dirprwy Gadeirydd.

(4) Os canlyniad y bleidlais gyntaf neu bleidlais bellach yw bod ymgeisydd yn cael pleidleisiau mwy na hanner yr aelodau sy'n pleidleisio rhaid i'r Ysgrifennydd ddatgan bod y person wedi'i ethol.

(5) Os canlyniad y bleidlais gyntaf neu bleidlais bellach yw nad oes unrhyw ymgeisydd yn cael pleidleisiau mwy na hanner yr aelodau sy'n pleidleisio, rhaid i'r Ysgrifennydd gynnal pleidlais bellach gan wahardd yr ymgeisydd a gafodd y nifer lleiaf o bleidleisiau yn y bleidlais flaenorol.

(6) Os digwydd mewn unrhyw bleidlais fod pleidleisiau cyfartal rhwng dau ymgeisydd a bod nifer y pleidleisiau y maent yn eu cael yn llai na'r hyn a gafwyd gan unrhyw ymgeisydd arall rhaid i'r Ysgrifennydd benderfynu drwy ddulliau hap pa un ohonynt a waherddir rhag unrhyw bleidlais bellach.
