Mae Cynulliad Cenedlaethol Cymru (“y Cynulliad Cenedlaethol”), drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 93, 94 a 95 o Ddeddf yr Amgylchedd 1995(1) (“y Ddeddf”), ac sydd bellach yn arferadwy gan y Cynulliad Cenedlaethol(2), er mwyn gweithredu Erthygl 6(1) o Gyfarwyddeb 94/62/EC(3), ar ôl ymgynghori yn unol ag adran 93(2) o'r Ddeddf, ac ar ôl rhoi sylw i'r materion a bennir yn 93(6) o'r Ddeddf, fel sy'n ofynnol o dan adran 93(5), a'r materion a bennir yn adran 94(5), ac yn unol â'i ddyletswydd o dan adran 93(7), drwy hyn yn gwneud y Rheoliadau canlynol:
