Mae Cynulliad Cenedlaethol Cymru, drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol, ac a freiniwyd bellach yng Nghynulliad Cenedlaethol Cymru, gan adrannau 173(10)(1), 174(4), 175(1), a 336(1)(2) o Ddeddf Cynllunio Gwlad a Thref 1990(3) ac adrannau 39(4), 40(1), 42(5) a 91(1)(4)) o Ddeddf Cynllunio (Adeiladau Rhestredig ac Ardaloedd Cadwraeth) 1990(5) a phob pŵer arall sy'n ei alluogi yn y cyswllt hwnnw, drwy hyn yn gwneud y Rheoliadau canlynol:

Amnewidiwyd adran 173 gan adran 5(1) o Ddeddf Cynllunio ac Iawndal 1991 (p.34).

Mae adran 336(1) yn darparu'r diffiniad o “prescribed”.

1990 p.8; trosglwyddwyd swyddogaethau'r Ysgrifennydd Gwladol o dan adrannau 173(10), 174(4), a 175(1), mewn perthynas â Chymru, i Gynulliad Cenedlaethol Cymru gan erthygl 2 o Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S.1999/672) ac Atodlen 1 iddo ac maent, i'r graddau eu bod yn arferadwy yng Nghymru, wedi'u breinio yng Nghynulliad Cenedlaethol Cymru gan erthygl 4 o Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 2000 (O.S. 2000/253 (Cy.5)) ac Atodlen 3 iddo.
