Drwy arfer y pwerau a roddwyd gan adrannau 66(1), 68(1) ac (1A), 69(1) a (3), 70(1), 71(1), 74(1), 74A, 77(4), 78(6) a (10), 79(1), (2) a (9), a 84 o Ddeddf Amaethyddiaeth 1970(1) a chan ei fod wedi ei ddynodi(2) at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(3) o ran polisi amaethyddol cyffredin y Gymuned Ewropeaidd a mesurau o ran bwyd anifeiliaid a gynhyrchwyd ar gyfer neu a fwydir i anifeiliaid sy'n cynhyrchu bwyd a mesurau yn y maes milfeddygol ar gyfer diogelu iechyd y cyhoedd, drwy arfer y pwerau a roddwyd gan yr adran 2(2) a enwyd (i'r graddau na ellir gwneud y Rheoliadau hyn dan y pwerau yn Neddf Amaethyddiaeth 1970 a nodir uchod), ac ar ôl ymgynghori fel sy'n ofynnol dan adran 84(1) o'r Ddeddf a enwyd neu fel bo'n briodol dan Erthygl 9 o Reoliad (EC) Rhif 178/2002 Senedd Ewrop a'r Cyngor yn gosod egwyddorion a gofynion cyffredinol cyfraith bwyd, yn sefydlu Awdurdod Diogelwch Bwyd Ewrop ac yn gosod gweithdrefnau mewn materion diogelwch bwyd(4), mae Cynulliad Cenedlaethol Cymru yn gwneud y Rheoliadau canlynol:

Trosglwyddwyd swyddogaethau “yr Ysgrifennydd Gwladol” (“the Secretary of State”), i'r graddau y gellir eu gweithredu o ran Cymru, i Gynulliad Cenedlaethol Cymru gan O.S. 1999/672. Mewnosodwyd Adran 74A gan Ddeddf y Cymunedau Ewropeaidd 1972 (1972 p. 68), Atodlen 4, paragraff 6.

O.S. 2005/2766 o ran y polisi amaethyddol cyffredin; O.S. 2005/1791 o ran mesurau ynghylch bwyd anifeiliaid ac O.S. 2003/1246 o ran mesurau yn y maes milfeddygol ar gyfer diogelu iechyd y cyhoedd.
