Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd i Gynulliad Cenedlaethol Cymru gan adrannau 132, 145 a 210(7) o Ddeddf Addysg 2002(1) sydd bellach yn arferadwy ganddynt hwy(2), wedi ymgynghori â Chyngor Addysgu Cyffredinol Cymru yn unol ag adran 132(4) o'r Ddeddf honno, a thrwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 19 a 42(6) a (7) o Ddeddf Addysgu ac Addysg Uwch 1998 sydd bellach yn arferadwy ganddynt hwy(3) yn gwneud y Rheoliadau a ganlyn:

2002 p.32. Ystyr “Regulations” yn adrannau 132 a 145 yw rheoliadau a wneir gan Gynulliad Cenedlaethol Cymru (gweler adran 212(1)). Mae diwygiadau i adran 145 nad ydynt yn berthnasol i'r Rheoliadau hyn.

Trosglwyddwyd swyddogaethau Cynulliad Cenedlaethol Cymru o dan yr adrannau hyn i Weinidogion Cymru gan baragraff 30 o Atodlen 11 i Ddeddf Llywodraeth Cymru 2006 (p.32).
